Amendment of the articles: Lat-IX officially becomes the Curaçao Quantum Safe Foundation

The articles of association of Stichting Latin Internet Exchange (Lat-IX) were amended by notarial deed before STAAT notariaat in Curaçao. With this amendment the foundation's name is now Stichting Curaçao Quantum Safe, in English the Curaçao Quantum Safe Foundation (CQSF), and its objectives now focus on quantum awareness, post-quantum cryptography and a quantum-safe Curaçao.

Curaçao takes a big step toward its digital future at a packed Curaçao Quantum Safe Event

In a full room at the Ministry of Economic Development (MEO), Curaçao explored data connectivity, digital resilience and the disruptive impact of quantum computing. The central message: the quantum revolution will not wait, and Curaçao needs to act now.

Willemstad, 13 November 2025. In a full room at the Ministry of Economic Development (MEO), Curaçao yesterday immersed itself in data connectivity, digital resilience and the disruptive impact of quantum computing. The Curaçao Quantum Safe Event, moderated by Jacques Heide, brought together government, business, knowledge institutions and international experts.

Quantum computing: a breakthrough with unprecedented power

Quantum computing uses the laws of quantum mechanics, the physics of the smallest particles. Where classical computers calculate with bits (0 or 1), quantum computers use qubits, which can be 0 and 1 at the same time. This allows certain extremely complex calculations to be performed remarkably fast.

MEO: Curaçao must prepare for quantum computing now

The opening message came from Gwido Jansen, policy advisor at MEO. He stressed that Curaçao must prepare now, not later, both to safeguard digital security and to seize economic opportunities. In the past week, structural steps were taken:

    1. Relaunch of Stichting Lat-IX as Curaçao Quantum Safe (CQS). The historic Lat-IX foundation, which in 2004 laid the foundation for what is now AMS-IX Caribbean, relaunches with a new mission: making Curaçao quantum aware and quantum safe.
    2. Cooperation agreement with the Quantum Gateway Foundation. The renewed foundation signed an official cooperation agreement with Dimitri van Esch's Quantum Gateway Foundation, strengthening knowledge building, awareness and preparation for quantum technology.
    3. Formation of the Curaçao Quantum Safe Coalition. CQS signed a declaration of intent with three key partners, MEO, Blue NAP Americas and the University of Curaçao (UoC), to form the Coalition. RAC and CBCS are expected to join soon.

Government: digital security as a national priority

Dwigno Puriel, Secretary-General of the Ministry of VVRP, stressed that cybersecurity and quantum-safe systems are essential building blocks for the future of Curaçao's government services and economy.

    From Lat-IX to a Tier-4 data center

Nico Scheper, an international expert in internet exchanges and submarine cables, took the audience through the history of Lat-IX and its role in Curaçao's global position in data connectivity. Danilo Zabala, COO of Blue NAP Americas, then presented the data center's evolution from CPUs to GPUs, and soon to QPUs (quantum processing units). Curaçao, as home to a Tier-4 certified data center, offers exceptional opportunities for jobs, knowledge development and quantum-related industries.

    Philosophy and science

Anil Sadhoeram, Chief Philosophy Officer, led the room through the foundations of quantum mechanics, using Einstein's remark that God does not play dice with the universe to show how the tension between certainty and uncertainty underlies today's innovations.

    Keynote: It's Quantum Time

Dimitri van Esch (Quantum Gateway Foundation, NL) covered what we do and do not yet know about quantum, the geopolitical race between world powers, the threat of a possible quantum apocalypse, the role of social media in accelerating disinformation, and Curaçao's opportunity to become the region's first Quantum Security Island.

A roadmap for Curaçao: Quantum and AI

Marc Samson, ICT specialist, closed the event with a vision based on the convergence of AI and quantum, and a roadmap for developing Curaçao into a quantum knowledge center built on multilingualism, strategic location, excellent connectivity, Blue NAP's Tier-4 infrastructure and digital ambition.

About the Curaçao Quantum Safe initiative

The initiative is carried by the renewed Lat-IX foundation, Curaçao Quantum Safe, and supported by MEO, VBC and CITI. It works toward a quantum-aware and quantum-safe Curaçao.

  • Coalition

Declaration of intent signed for the Curaçao Quantum Safe Coalition

MEO, the University of Curaçao and Blue NAP Americas signed a declaration of intent with the foundation during the Quantum Awareness and Security Roundtable at Blue NAP Americas, laying the basis for a public-private coalition to make Curaçao quantum aware and, ultimately, quantum safe.
